filename.js?1260819325 is the failover method (default actually), but 
filename.1260819325.js is imho more pretty/correct, and will also 
ensure 100% that there will be no problems with 
browsers/proxies/standards. Because I couldn't find the reference, 
doesn't mean it is not there ;) w3c.org is one hefty website with 
soooooo much text :)

The implementation allows both, and it seems the query-string method 
will become the standard way for TYPO3 to do this, unless the user have 
configured it to be in the filename and have added the necessary 
.htaccess rule.
