[TYPO3-core] RFC #13296: Feature: Scheduler: Add option to disable the sample tasks

Problem:
The Scheduler's sample tasks are not very useful on live sites.

Solution:
Add an option to disable them (actually it's an option to enable them, 
and it's checked by default).

Notes:
Using this option requires to unserialize the Scheduler's configuration 
in the ext_localconf.php, which I don't like much. Another option could 
be to leave the registration of the tasks as is, but to just filter them 
out in the BE module.
