[TYPO3-core] FYI #13625: Scheduler: Bug: tx_scheduler_TestTask fails to execute successfully

FYI: the attached patch was committed:

- to 4.3 in revision 7237
- to trunk in revision 7238

Problem:
When sending the test mail, the Scheduler's test task fails to call 
t3lib_htmlmail::start(), thus failing on some setups.

Solution:
Add the call to t3lib_htmlmail::start()
