[TYPO3-core] RFC #9355: Add an error and exception handler (backported from FLOW3)

Hi Rupi,

+1 by reading and testing for v9.

Little CSS tweaks can be fixed later.
One issue is that it stops after first notice, would be cool if this can 
be solved later on.

Some basic instructions should go to NEWS.txt, which 
displayErrors-setting should be used for production and develop scenario 
which influence devIpMask has etc.
