Commit with changeset (r5766) regarding #11475 (Add 'doNotLoadInFE' =>
1, to several system extensions, speeding up the frontend) prevents
sysext:install to generate encryption keys via AJAX calls.


Attached patch reverts r5766 on typo3/sysext/install/ext_emconf.php.
