[TYPO3-core] RFC #12391: Remove deprecated methods in t3lib_htmlmail

For me it does not hurt to leave them a bit more. My patches are there only to clean-up Core. Yet, I don't really get the point of deprecating something in 4.0, leave it. At some point of time mark 
that it will be removed in 4.3 (text is not from me, obviously it was added in 4.2 because someone did not want to stick on the +2 versions rules that was btw not often applied). That's a bit as a 
release manager "I don't want to take this responsibility" (not any blame!) and once the next comes to this part, saying, well, it does not hurt, we may leave it a bit more and give the baby to the 
next release manager.

As said, it never hurts and I don't "need" this patch in :-)
