I've attached a new revision (v9) of the patch which sets the forced flag for all new records as default value.

Beside of that, we still have the caching issue. i've posted a pretty simple patch (re-attached in this post), 
but no one minded.
I would really appreciate, if someone can help to get this thing done finally.
