[TYPO3-core] RFC #11370: Inconsistent Login Screen doesn't show system required errors

I was just looking at the new login screen on 4.3. IMO, the text at the 
top of the login box should be changed from "Login into the TYPO3 
Backend on..." to "Login to the TYPO3 Backend on..." (the "in" in into 
is already contained in the Login - no need to repeat the preposition).
