[TYPO3-core] FYI: Raised DBAL version from 0.9.22 to 0.9.23

Hi,

the DBAL version was raised to 0.9.23 in SVN Trunk (rev. 6182) with
these changes:

* Fixed bug #6953: Mapping of fieldnames in SQL-functions like MIN(),
MAX() or SUM() does not work (Thanks to Christian and Michael Miousse)
