[TYPO3-core] RFC: #12271: bugfix - List module and Clickmenu should not enable to create inconsistent record-relations

Problem:
At the moment the List module and Clickmenu provides Cut, Copy and Paste 
after icons for L10n-Overlay records even though it doesn't make sense 
to copy/move these records on their own.

Solution:
The attached patch hides these icons within the List-module and within 
the Clickmenu if a l10noverlay-record is processed.

Notes:
Within the List-module these changes only affect the "Localization 
view". Imho there's no need to modify the other mode because within this 
module the user can't even see why the icon's are shown for one record 
and why they're hidden for another record.

Within the Clickmenu the "Paste" icon should still be visible, because 
once someone copied a record he should also be able to paste it.

Patch isn't relevant for pages_language_overlay records, since it makes 
at least little sense to move them around.

This patch is a (minor) prerequisite for #2314.

In my opinion it would be good to approve this issue on his own but wait 
with the SVN commit until #2314 is also approved.
