Why not give the user the real reasons:
This content element references a file that either does not exist or
TYPO3 may not read.
Contact your system administrator for further advice or refer to TYPO3
error code #34629
The latter part is optional but I think it would be quite easy to set up
something like a wiki with a plain searchbox.
You enter the error code and get "wiki-like" advice what to do.
I hate nothing more than setting up windows servers which then fu**s up
and tell me to contact my administrator (me as well).
