I don't think xhtml_cleaning has any impact on "/>" ended tags that were
generated by TYPO3 core already that way. That function just adds "/>"
on single-tags that weren't finished before.

So regardless of this setting, the <meta /> (header), the generated <img
/> (IMAGE), the output from css_styled_content etc all do have single
tags with an ending "/>", and not setting (or absense of setting) can
influence that AFAIK.
