[TYPO3-core] RFC: #12172: EM Extension details, CSH should be in first column

Hi,

This is SVN patch request.

All CSH icons are displayed to the left, in EM extension details it's on 
the right.
Further, if no CSH description exists, it misses the "td" which destroys 
the table layout.

BTW: imho it's a bug if t3lib_BEfunc::cshItem is called with a wrap. If 
no description exists, the wrap should be returned, but it's another issue.
