[TYPO3-core] RFC #12477: OpenID library should use PHP functions to compute HMAC-SHA1

Hello!

This is SVN patch request.

Branches: 4.3.1, 4.4

Problem:
OpenID uses home-made HMAC-SHA1 calculation instead of PHP's built–in methods.

Solution:
Use PHP methods if available.
