[TYPO3-core] RFC #12420: Log deprecated method calls and remove them in 4.5

Hi,

sorry but -1 on testing because it sets the function fileNameASCIIPrefix
 to depricated but this one is used e.g. when rendering a menu by using
GIFBUILDER and config.meaningfulTempFilePrefix = 1 [1].

So either revert the depraction for this function or find another
solution. I can't provide a patch because I simply don't know the
correct solution.
