[TYPO3-core] FYI: #12503: Help extensions shouldn't be shy

Hi,

FYI: this patch was committed to trunk, rev 6367

Problem:
There are two help extensions that are not installed by default but set 
to shy.
There is no reason for it, only if you don't want to help the user :)

extensions are
* Help>TYPO3 Manual
* TSConfig / TypoScript Object Reference
