Nope. That's because your usage is wrong, but maybe the rules of this 
page are not clear enough.

Documentation should be added to the pending doc page *only* when the 
corresponding patch has been committed. Before that, documentation 
updates should be provided as an attachment to the RFC, just like the 
patch itself.
