[TYPO3-core] RFC: #10812 helper function for handling with TYPOScript

Hey Benni, Masi

In fact page/user TS is also TYPOScript Syntax, there shouldn't be a 
problem to use it with that as well (I never used it in my own 
extensions, but I guess that there also is a type of $conf array to deal 
with). I think it should belong to t3lib_div because there I would look 
for static helper functions which are useful for fe and be.
