[TYPO3-core] RFC #5381: htmlspecialchars and noBlur for tt_content.menu

Hi Ernesto,

I see that you added this change to the compat_version entry list. 
However, this would mean now that the old behaviour can be regained by 
keeping compat_version at 4.2.0. But this is not the case, 
htmlspecialchars is now applied in any case!

I suggest that you either finish this using a condition, or remove the 
compat_version entry again.
