[TYPO3-core] RFC #11370: Inconsistent Login Screen doesn't show system required errors

Hi Susanne!

Thanks for your work on this!

IMO the contrast between the labels "USERNAME:" and "PASSWORD:" and the
background is quite bad.

What about adding a tooltip to the refresh icon?
