[TYPO3-core] RFC #11608: t3lib_beFunc::viewOnClick - Exctract logic to find the right frontend domain

Problem:
In multidomain environment is the right frontend preview domain required 
  (f.e. in the version preview). At the moment the TYPO3 core dosn't 
provide a method to find the right preview domain.

Solution:
Move the code to find the preview domain from the 
t3lib_BEfunc::viewOnClick to a seperate static method.

Notes:
This patch is required to fix the Workspace preview at multidomain 
environment - http://bugs.typo3.org/view.php?id=9508
