The only reason for using "modes" (or some better name) rather than
"doNotLoadInFE" would be if that setting can be used for other purposes,
too.

Well Rupi, there's no need to rush with this. Namings in ext_emconf.php
are hard to change at a later stage, so I agree that it should be wisely
chosen.

Extensions with only FE Hooks? Besides this, a more general setting
could not only be used for improving the performance, but also different
things. But I have to admit that I can't find such a use case at the
moment. Maybe someone else does?

Choosing either one of them there will only be one more option.
