[TYPO3-core] RFC: Require branch/tag specification for testing votes

Hi Marcus,

I fully agree about that. I like the idea that everyone should apply 
this idea even if there's no guideline about it for now.

@everyone: Please do so. And kindly remind others if they don't know 
about it yet :-)
