[TYPO3-core] SVN and Forge currently offline

Hi everybody,

thanks to Patrick Hausen from Punkt.de, the SVN server is up and running 
again.

forge is still down, and I'll make another attempt to start it on Monday 
Morning (to make sure the server can be easily restarted).

Sorry for the delay, please rest assured that we will take all possible 
measures such outages will be prevented in the future.
