[TYPO3-core] RFC #9729: Ship optimal TYPO3 configuration by default

Just read through it. What seems missing is the notice in NEWS.txt which
is a must! Can you also do that, please?

And just to remind you of this:

You answered that this is not in the proposal [1]. Hope you will
