[TYPO3-core] FYI: Fixed bug #10354: htmlArea RTE: Definition List extension must require the Block Elements extension

FYI: The attached SVN patch was committed.

Problem:
Plugin DefenitionList extends plugin BlockElements. Therefore, 
availability of the BlockElements plugin must be enforced.

Solution:
Set the requirement in the DefinitionList extension.
