[TYPO3-core] RFC: #10322: Send Notification if BE is locked

Hi,

here is an updated patch that calls a waiting box (modal).
Polling is continued and the box disappear when lock is removed.

relevant changes are:
* use decay=1 for Ajax.PeriodicalUpdater (thanks to Valentin Nedkov)
* don't die in init.php with the ajax calls of login_refresh

see screenshot how it looks now.
