[TYPO3-core] RFC #5716: Install tool doesn't take the fileadminDir into account

Problem:
If you have ever noticed, if you hit the page "Basic Configuration" 
within the TYPO3 installer, then all the folders that are checked for 
existance are already added. Well, if your configuration says that your 
"fileadmin/" directory isn't fileadmin/ but files/ or whatever, then the 
installer still checks for fileadmin/ and adds the directory.

Solution:
Remove the hardcoded paths from the installer.

Notes:
The patch also fixes one more occurence where the fileadmin/ directory 
was hardcoded.
