[TYPO3-core] FYI24: #12959: cHashParams in index_phash is too small

Hi!

This is SVN patch request.

Problem: cHashparams in index_phash is only 255 bytes, which is not enough to hold all cHash data in many cases.

Solution: change database field type from tinyblob to blob (255 to 65536 bytes).

Notes: this bug is the cause of to #12958.
