[TYPO3-core] RFC #11813: Code cleanup: refactoring t3lib_db to match CGLs

Hi guys,

this is an SVN patch request.

Problem:
The t3lib_db does not meet the CGLs.

Solution:
Just follow CGLs :-)

Notes:
Hope this is applied on bugday. Could imagine that getting +2 by read 
will be hard ...
