[TYPO3-core] RFC #11811: Raise versions and states of sysexts (stable <-> 1.0.0)

Problem:
TYPO3 delivers some sysexts, which have a version > 1.0.0 and are marked  
as beta/alpha (context_help, tsconfig_help, version, recycler, ...) or are  
marked as stable and have versions < 1.0.0 (lang, opendocs, about,  
aboutmodules, cshmanual, ...).

Usually a version >= 1.0.0 means the extension is stable.

Solution:
Raise version to 1.0.0, if ext is stable; change state to stable, if  
version >= 1.0.0
