[TYPO3-core] RFC: #10017: [felogin] New Method for "forgotPassword"

Hi,

as the changes from Xavier doesn't apply here is a patch that contains 
these changes.
To summarize the changes from initial patch:

* no hardcoded dependencies to other extension. Use a hook where any 
extension can use it.
Example:
$GLOBALS['TYPO3_CONF_VARS']['EXTCONF']['felogin']['password_changed'][] 
= 'tx_kbmd5fepw->password_changed';

* fixed misspell of $minLength

* dateFormat for end of time of valid link now in typoscript (used only 
in message of mail)
