Please try again without having it set (as it is the case on a new
installation).

Yeah, that's fine.

Nope. Once you have changed the value, the error does not occur any
longer because it is written as a string then (the value is "0" or "1").
However, the default value from config_default.php was false (boolean
value). That's why you need to remove the line completely from your
localconf.php in order to reproduce it.
On the other hand, it's important of course that this fix won't change
existing settings. Good to see this (but of course I already tried that
out...)
