[TYPO3-core] RFC #10651: Add <abbr> tag to hints SL, GL, SGL in EM

Hi list,

this is a SVN patch request.

Problem:
If an extension installation (e.g. sysext) is overridden by another 
installation (e.g. local), only a small hint is displayed: SL
This might be a problem for TYPO3 newbies - so I consider this a bug.

Solution:
Add an <abbr> tag and tell the user, what's going on.
(e.g. "Local installation takes precedence over installation in System 
scope").
