[TYPO3-core] FYI: Added feature #10842: htmlArea RTE: Let IE8 display language marks like other browsers do

FYI: The attached SVN patch was committed.

Problem:
IE8 supports additional css selectors enabling it to display language 
marks in the RTE editing area the way other browsers already do.

Solution:
In order to provide the feature in IE, add style rules to the style 
sheet using IE-specific method.
