[TYPO3-core] FYI: Fixed issue #9424: htmlArea RTE: Cleanup dialogue windows

FYI: The attached SVN patch was committed.

Type:
Feature/Cleanup

Problem:
Various windows need cleanup.

Solution:
Add doctype (XHTML 1.0 Transitional) to all documents including the RTE 
iframe document.
Remove class attribute from html elements.
Move any remaining inline css and style to skins.
Remove some remaining table-based layout.
Simplify some layouts so that browsers are about to calculate the size 
of the contents of the windows and resize them correctly.
Re-optimize opening dimensions according to above changes.
