[TYPO3-core] RFC: #9368: Feature: Hook in setup for additional tabs

Hi,

it would be great if this hooks can go in so i can continue working on 
this extension (extended problem reporting)

This extension mainly allows debugging on a live system on user level, 
so debug()-statements can be used and no website visitor will see any 
debugs.
I see a lot of advantages also for us, eg fixing the ter_doc-problems on 
typo3.org
