[TYPO3-core] FYI: Added feature #9370: htmlArea RTE: enhanced toggleborders feature

Problem:
Let the toolbar reflect the current state of table borders and add 
configuration option to make table borders visible on RTE opening.

Solution:
The attached patch adds the following configuration option
RTE.default.buttons.toggleborders.setOnRTEOpen
If set, table borders are shown when the RTE window opens.

The toggleborders button is highlighted when the table borders are shown.
