[TYPO3-core] FYI: Declared t3lib_div::readLLPHPfile() and t3lib_div::removeXSS() static

When committing the redirect method to t3lib_div I noticed that the two 
methods mentioned in the subject where not declared static yet, so I 
just did that and committet the change as a nobrainer...
