It seems so.

No, but the other way around is true. You may allow *your* website user
to authenticate with a Google account. That's just another provider for
OpenID, meaning that all users with a Google account may log in a bit
more easily on your website(s).
OpenID needs websites and systems that act as consumers, just as we do
with our new sysext OpenID.
