[TYPO3-core] RFC: #9844: Filepermissons (RW) in filelist are hardcoded

Problem:
The letters 'R' (for read) and 'W' (for write) are hardcoded in the 
filelist module. This affected the folder and the file section in the 
list overview.

Solution:
Remove the harcoded labels and fetch the translateable labels from 
locallang_mod_file_list.xml
