[TYPO3-core] RFC: #9705: Moving a page in Workspace will hide it from editors due to missing access settings of placeholder records

Hi guys,

I know you've got a lot to do - but I think this bugfix is a musthave 
for 4.3, so it'll be nice if you could review the patch before alpha1 is 
released. It's only a few lines to read and maybe a bit 
background-research for the ones not that familiar with the workspace 
handling in core. But me as a core-newbie got it in a few minutes.
