[TYPO3-core] RFC #9682: Feature: Workspace should use DB mount of BE user/group

Problem:
It should be possible to configure the workspace, so not the DB mount 
from the sys_workspace configuration is used. Instead of this, the DB 
mount of user/group should be used.

Solution:
The patch adds a new checkbox field to sys_workspace if the user/group 
DB mount should be used. The checkbox is checked on all needed places in 
Typo3, where the sys_workspace.db_mountpoint is used for now. Additional 
the help text and description for the new field is added.

Notes:
Tested and used for a big website with a lot of BE users with different 
page mounts but one workspace configuration.
