[TYPO3-core] FYI: Fixed bug #7955: htmlArea RTE API provides incorrect popup url

FYI: The attached SVN patch was committed.

Problem:
When an extension provides a button that opens a popup window, the popup 
url always refers to the rtehtmlarea extension directory rather than to 
the directory of the extension proiding the button.

Solution:
Add API variable to specify the path to the plugin directory and forward 
the path to the RTE.
