Aha, Kasper himself isn't so sure and I share his views in this issue. But
a change should be discussed on hci * (for 4.3 unless you want another late
change into the Core).

* My idea is to signify only two states hidden and special. The latter
being anything (user access, start, stop, etc). The icon will have a
"tool-tip" that lists the exact reason for the state "special". This means
fewer icin states to remember for the user and easy extension for further
states without the need to add one more state to the icon set. Granted icon
generation for the two remaing states would be nice. Fortunately this will
become much easier.
