[TYPO3-core] RFC: #7789: No hover in toolbar menus

Hi,

this is a SVN patch request.

Problem:
 There is no hover in toolbar menus.

Solution:
I made a little css patch that gives the hover for the menu items. As there 
is li:hover and tr:hover it will only work in modern browsers.
Added hover for: cache menu, shortcut menu and opendocs menu
