[TYPO3-core] RFC: Fix bug #7729: Login screen needs to be XCLASSable

This is a SVN patch request.

Problem:
As I'm working on a brand-new BE login procedure, I need to have an
XCLASSable login form.

Solution:
The attached patch just moves some parts of typo3/index.php into separate
functions.
