[TYPO3-core] FYI: Fixed bug #8314: rtehtmlarea: Argument 1 passed to t3lib_div::array_merge_recursive_overrule() must be an array, null given

FYI: The attached SVN patch was committed.

Problem:
$TSFE is found to be an object even though the RTE is executing in 
backend. RTE enters wrong branch.

Solution:
Do stronger test on $this->LOCAL_LANG. RTE is in FE plugin only if this 
is an array.
