[TYPO3-core] FYI: Added feature #8791: Let htmlArea RTE context menu use the RTE API

FYI: The attached SVN patch was committed.

Problem:
Context menu is the last plugin of htmlArea RTE not yet converted to use 
the htmlArea RTE API.

Solution:
The attached patch does it. Includes a small addition to the API. No 
functional change is included in this patch, other than the possibility 
for a TYPO3 extension to provide an alternate context menu.
