[TYPO3-core] FYI: Fixed bug #8717: htmlArea RTE link browser does not honour correctly hooking browsers

Problem:
When a TYPO3 browser implements interface t3lib_browselinkshook, 
htmlArea RTE link browser does not honour completely the link types 
added by the interface implementation. Also, Javascript initialization 
of the htmlArea RTE plugin may also be done too soon, causing JS errors.

Solution:
Make the list of link types public and make it available to the hooking 
browser. Generalize condition for inclusion of update button. Correct 
plugin initialization problem.
